I don't get the impression that the Posette on the right is short; rather I get the impression that the Posette on the left is a giantess.  In fact, I believe that this is a scene from an old scifi/horror movie -- the Posette on the left is the wife / daughter / fiancee / niece of a mad scientist.  The mad scientist has developed a growth formula which she drank by mistake / exposed her to unknown radiation by accident / shocked her with electricity when she fell into the equipment in the mad scientist's laboratory as the mad scientist's ugly assistant struggled with her dashing, heroic boyfriend.

And now: the Amazing Giant Woman is preparing to go on a mindless rampage.  The Posette on the right is to be her first victim.......probably a fashion rival that she doesn't like -- because her hated rival is always upstaging her by wearing the same outfits that she does all of the time.

The true nature of the situation hasn't quite registered with the normal-sized Posette yet.  She's only just noticed that someone has grabbed her by the hand, and she's just looked back over her shoulder to see who it could be.  The unfriendly but grinning-with-malice giantess is about to take her revenge by throwing her hapless rival into a public swimming pool -- a truly awful fate.

So, no......the image doesn't say "mother and child" to me.
