So my eyes have to travel across your picture to get it's meaning. In short roving means to roam. Jordyart's joke is this: You have a picture of your girlfriend and I make a comment that I don't mind roaming across your picture. Often roving eyes is a idiom ( slang ) for a person ( usually men ) who closely examine females. You get idea I hope.
