Last question first: after you get you figure the way you want you can save it back to the figure library therefore you don't have to reinvent the wheel. About the hair: Hair comes in two flavors, prop or conforming. If using a prop hair, load it, it may position itself properly on the head, may not. Position it if needed then Parent it to the head. Conforming hair generally is set up to conform to a particular figure. If used with another figure, load, position using the Body, scale as needed to fit. Then you can use the Set Parent Command to parent the Body of the hair to the figure's head.
