Clothing is figure specific, so make sure the clothing you are trying to conform are actually made for that particular figure IE: Victoria 3 and Victoria 3 clothing.

Also if you change the shape of the body with morphs, clothing made for that figure will no longer fit that figure without you having to make adjustments to the clothing using either: Morph dials if any are available, magnets or a clothing convertor program.
