The Freak and David don't have the improvements of Victoria 4, being generation-3 figures, and Apollo is overrated.  Until M4 comes out, the best male figure in my book is the grossly underrated Vittorio 4.  The only problem with him is that he has virtually no third-party support, which severely hinders his versatility.
