Well, it is a Japanese website - in, da-da, Japanese. ;)  Unless you can read it or guess a gander at where to start the sign up process and what the fields require, you'll be quickly lost.

C makes it easy to shoot yourself in the foot. C++ makes it harder, but when you do, you blow your whole leg off.
