Not quite.  Using a decimal (or similar system), there's no difference between 3 and 7 (other than their value).  Each represents a single character.  That's not true in binary, where 3 needs two bits to define it (11) and 7 needs 3 (111).

 

yeah and 8 needs 4 bits...
gonna write us a program in binary?
