Doesn't have to be draconian or rigid but having that information easily available as 'guidelines' (like how the Pirate Code is only a  'guideline') would help avoid these situations (hopefully).

C makes it easy to shoot yourself in the foot. C++ makes it harder, but when you do, you blow your whole leg off.
