Transmaps for eyebows, eyelashes, and pubic hair work on figures that have been designed to use them such as V3. Most every one who makes textures for V3 uses transmaped eyelashes, but many prefer to paint on eyebrows and pubic hair. 

Providing a set of textures without painted on eyebbrows and pubic hair would allow the customers to color these features to match the color of the hair they chose for the figures head. If one wants, one can even use the transmaps from different products to allow for more uniqueness.

If a merchant wants to provide textures with the brows and pubic hair painted on I think it is fine to do so, but except for the file size of the product, I see no reason why textures without brows and pubic hair cannot be provided also. Giving options to your customers will make more friends than enemies.
