Something else that can always be done for a filler is to render out a single facade (actually, front, back, side etc) of each building, and have a library of them. Then mix tehem up in the background on simple panels.
That way the graphic consistency between foreground and the background isn't too great.
Also, we can vary them by adding different textures to the facade renders, and get several panels out of each building.
