Ahhhh! No wonder you are having trouble. You are trying to grow your own hair in the hair room. Many poser veterans even avoid that room like the plague!  LOL

Try using ready made conforming hair or hair props, or even ready made dynamic hair.

Here are some links to some free hair that you can use.  Hair is one of those things that you can use on any figure...even animals if you want to, just by using the parameter dial Scale, X Scale, Y Scale, Z Scale and the Trans dials XYZ.  And then doing "Object" and "Change Parent' and picking the figure's head.
