In my experience with V4/4.1 it can be done, but generally you are on your own; NGM is about making breasts bigger (MUCH bigger) rather than smaller.  If you have Poser 7, the morph tool can be quite helpful in adjusting the shape a bit and smoothing an undesirable bump or dent.  Example here took a couple of minutes, no morph tool was required.
