For these, I've been mostly using the 'Camera' view.  But that was mostly because I linked the scene's objects to the camera, in order to keep them in position as I rotated the camera, so I could 'see' the different areas of the background render.

If you are happier/work easier with rotating the hdri image's colors, then do what's best for your working style. 

Experimentation is at the heart of all this, and I certainly don't claim to be the end-of-the-line authority on it all!  grin
