Many brick-and-mortar businesses offer similar offers to new customers.

For example...my favorite local pizza shop sends out $10 gift certificates in the local Chamber of Commerce's "welcome" package when people move here.  However, by the time I'd gotten it, I'd already ordered pizza a few times from them, and was unable to use the gift certificate, as the terms of the sale were explicit that the offer was only valid to NEW customers. 

Unfair?  Maybe.  Since, well, the coupon came about a month after I moved in.  However, it's the terms of the sale.  Those kinds of sales go on all the time around here, and I'll bet there are stores in your area that have similar offers.
