Dynamic clothing are "props" that you need to run a cloth simulation for in the cloth room.
Conforming clothing has a limited ability to pose with the figure. It all depends on whether there are morph dials that you can adjust to fit the clothing and also to pose the clothing IE: body handles to help adjust a skirt or flared sleeve. However, in all cases it's pretty difficult to get a conforming skirt or dress or jacket to fit around a figure's leg that is not in line with it's body IE: a pose with the leg out front or behind, or to the side, or even sitting and kneeling.
Dynamic clothing on the other hand while it has a bit of a learning curve to use, looks way more natural because the cloth room simulation simulates the clothing having moved with the figure's movement so you get a drapier more natural look to the clothing. You can also do some amazing poses such as kneeling and having the skirt flare out around the figure, something you could never accomplish with a conforming skirt.
There are also "hybrid" type outfits were part of it like the top is conforming and the skirt is dynamic so you have the best of both worlds. Hybrids also need to be run through the cloth room.
Dynamic clothing is my favourite type of clothing to use because it looks so natural with the figure's pose.
So far as which one is better? It all depends on what you want to achieve. So far as looking more natural and not stiff and "posed", then Dynamic is by far the best.

And it's possible to take a conforming outfit and work with it in the cloth room so that parts of it (IE: skirt) act dynamic. It might even work with some of the outfits that you have because I've done this with not only the Morphing Fantasy Dress that is described in the thread, but also some other dresses and skirts too.
