You usually use it for items like wings, so I will give an example of this.

a) load the human figure
b) load the wings
c) go to Figure -> Set Figure Parent
d) you will see a very long list of all the items in the screen. Scroll down to your human figure's name and select the chest, and click ok. This will parent the wings to the chest of the human figure. Now they will move together.
