Sorry, it was offered for free last September, and only for four days. (I only found this out after I had posted this, oops!) It was the full version, downloadable. Seems that you can buy an OEM version for $20.
You can go over to www.daz3D.com and get the Victoria 3 (V3) base figure or SAE for free. She actually comes with the free content you get with the Daz|Studio download.
