OK, I just applied one of the Petite morphs to my figure. You do need the V4 NGM's to use the Petite NGM morphs.
Checking in the Breast section of the Morphs++ in my figure these are the dials which were automatically spun when the morph was applied.
I would then assume that if someone has both NGM packages & Connie has included the Morphs++ then this morph would be incorporated into the outfit.
Or am I missing something?
