The email sent out about this referred to the costs incurred monthly which kind of implied that they were an issue.

That said, limiting to 1 download is a bit extreme, I generally download (from anywhere I have multiples) 2 -3 at one time that's as many as my system will let me do at once anyhow, I do not use a download accelerator. 

In general when I'm downloading I'm also working so not having to constantly switch to the browser and hit the download button saves me a great deal of time.
