Just havin' some fun here!

flipped original horizontally, 
duplicated layer
cropped a bit
shadow/highlights adjustment
duplicated another layer
messed with some of Photoshops artistic effects
hue/saturation upped for more color POP

There ya go!

That's cool **L8RDAZE , Watercolour looks a lot better than the original gloomy shot :)

Here's my version: For me, in the original,  the sky was bright and colourful, whilst the buildings were a bit gloomy, so my aim was to try and unify them.

Cropped/Resized: Cropping sky was an easier option than ground.
Gave the image a Graphite Sky render in Comic Life.

Thanks for the exercise, always enjoy these activities and learning from what others do.
