3D paint program that's bundled up with Cinema 4D is Body Paint. A model will have to have been UV mapped already in order to paint on it. Making a UV map is a separate process from making a texture, and a good UV map usually takes a bit of time and significant user input to make.

For making textures, Body Paint is a really sweet program. It does have a little bit of a learning curve to it. Once you get the hang of it, it's a really powerful tool.
