Got an example of how severe the blur is?  Low level blur can be "alleviated" by sharpening/contrast work (it just tricks the eye into thinking it is sharp - it doesnt actually "sharpen" it by getting rid of the blur - nothing will do that). Really blurry images might as well get binned...
