As mentioned, Hair comes in two forms (ignoring dynamic hair):
Hair prop - this is parented to the figure's head. With iPP this should occur automatically if done in Poser and imported into iPP as a scene or if the figure is selected in C4D while importing the Hair prop it will be smart-parented to the figure's head.
Hair figure - this type of hair needs to be conformed to the target figure. With iPP you simply open the figure hierarchy one level (to see the BODY and other conformers if any) and drag-n-drop the hair at the same level as the body (under the figure Polygon object at the top of the figure hierarchy). iPP automagically conforms the Hair figure.
If you are importing the figure with iPP but bringing the hair in using Poser Pro, conforming will not work (as PP will bring the hair in as static geometry). You should be capable of parenting this to the head iPP Base object under the imported figure hierarchy. There may be some adjustment required since smart-parenting will not occur in this circumstance but the hair object will then 'stick' to the head and follow its rotations and figure position changes.
C makes it easy to shoot yourself in the
foot. C++ makes it harder, but when you do, you blow your whole leg
off.
