I'm not sure what I'm asking either ... but I want to submit a trouble report to Netgear with enough information that they can identify their bug ... maybe even fix it. 

One possible way would be to identify which routers and firmware release levels work properly ... and which ones do not work.  e.g., my Netgear WGT624v3 with firmware level V2.0.25_1.0.1NA does not work properly while (according to your message to wolfman) a Netgear WNR834b-v2 needs 2.1.13 to work correctly.

changed our servers IP addresses and updated firmware on our firewall to get it up to date

It is rare that such a small well-intentioned act should have had such far reaching subtle consequences.
