I can sort of get this effect by having gravity along x or y as well as z, but those are constant, so they get into a stable state and just stop and it doesn't seem to be possible to animate them. I've also added a wind physics object, but it doesn't seem to do anything to the cloth or even to particles. Is there a way to get the cloth to react to the wind?
Only thing I can think of is.. they need to be on the same layer.
