I don't think the way Vue uses displacement has anything to do with lowering poly counts by replacing a low poly cage, as in games and such like you describe.
Vue displacement is just a way to add depth to materials to improve on the bump map method.
Also, Vue tessellates all imported meshes to tris, if they are not already.
