I may have misunderstood you here, but it seems to me that you're looking at the Terms of Service here (enforced by the Admin team) and wondering if the user in question has violated it.  The logical conclusion is that you're considering asking the admin team to take some enforcement action against the user in question.  Seemed cut and dried to me, but sometimes I am a little slow on the uptake.

Seriously, you're talking about an image of two expressionless girls in the same standing pose (forearms and hands are intersecting by the way) rendered in front of a bitmap.  You think it is insulting to have someone tell you that that isn't a very original composition?
