I don't doubt an ISP is at fault. I've seen it happen many times with many different ISPs. I've seen e-mails held for a day up to a week. Doesn't happen all the time but it does happen. 

Rendo sent out the last day reminder e-mail on 9/30/2008 - I received mine at 3:21pm ET in the USA.
