The YBias controls the decrease in influence of AO with respect to the Y value of the surface normal. The YBias calculation allows the AO to have maximum influence when N.Y = 1 and minimum influence when N.Y = -1. The particular value of YBias determines the total amount of that variation. When YBias = 0, the variation is 0, meaning the AO will have the same influence in all directions. When YBias = 1, the variation is 1, meaning the AO will have no influence at all for a surface that points straight down.
