Ockham is correct.  The mask must be parented to the head and the belt is parented to the hip.  Just because they are props, they have been designed for a particular figure in mind but do not automatically parent to the figure.  Word of caution about parenting belts:  there will be a tendency of poke-throughs when the character figure is posed.  The remedy around this is to scale until it looks appropriate.
