OK... all modeler can do what you want even ZBrush (I use it only for create more details and draps in the cloths). The problem here is how much you want to spend in a modeler to do that?? What dvlenk6 said about try the modeler is the best way... you dont need to learn all tool just feel the taste and if its more easy or not to learn. Theres a lot of people here at RO that create cloth in Rhino... dont matter if its a armour or a tight one, this is the modeler and not the software that will do this... you need to choose a software that you like first, if you want the low price go for Hexagon and Silo that are great software model. Second learn all tools and go for tutorials that show ho to model (forget the software!If you know the tools that you have in hands you can do the same in any software, since almost all tools exist in all softwares with different names and parameters). Third learn how to group, rig and create the CR2 files.
