That latex look is done with shading and highlights.  You might have to use your paintbrush and create some highlights, or better yet, use your pen tool and make some selections and fill them in.  The work will simply be done manually.  You might want to try painting with just black the shape of the boot and use some of the web style styles on them.  They might get you want you want.
