I despair of this ever working here, however. Since the strip must span a seam, we must generate two strips. OK no big deal. But I fear that the corresponding pieces of the left part and right part are not rotated the same. If the UV map projection of the leg piece is rotated, we must also rotate the tile. I doubt we can come up with a function that will cause the two halves to line up perfectly, even if we get them to follow the seam.
I really think you should be working with some other cloth instead of that one. It is incredibly stupid - really obnoxious - that the seam is on the outside of the leg instead of the inside.
Stockings and leggings often have features on the back or outside or front, and a clothing item with a seam in any of those places is just stupid. The only proper place to cut and unwrap the cloth from is the inner leg.
Renderosity forum reply notifications are wonky. If I read a follow-up in a thread, but I don't myself reply, then notifications no longer happen AT ALL on that thread. So if I seem to be ignoring a question, that's why. (Updated September 23, 2019)
