One basic way to try to get this dreamy sort of 'glam shot' effect is to select just the figure and duplicate it on a new layer. It needs to be literally just the outline of the figure.
Lock the transparency and apply a gaussian blur. Locking the transparency keeps the blur inside the figure and the edges clean. Set this layer now to 'screen' and experiment with the opacity.
You will need to experiment with both the amount of blur and the opacity of the screen layer.
