Yeah,  See Phan it's not unusual for union commercial and/or industrial construction jobs to employ a couple hundred or more people.  Hell,  to build an iron producing blast furnace requires at least 300 people.  The refinery expansion is 2 miles by 3 miles,  when completed they will refine oil piped in from Canada.
