No easy answers for this one, you can use the Collada format to import the model and armature but you will have to make the weighting adjustments from scratch, particularly with V4, magnets don't transfer.
This Collada importer for Blender works:

I would just use the hair in Blender rather than trying to fiddle with importing Poser dynamic hair (don't believe it would transfer anyway). Generate the Blender hair from the Poser skullcap mesh or create a hair vertex group on the Vicky mesh.
Theoreticly you could save the Poser/D|S animation as a .bvh file then use that to animate in Blender once you have the rigging adjusted......haven't tried that yet......
