The city is also in Wavefront .OBJ format, which is Posers native format. No problem on import. But be advised that Poser uses a scale that's different from usual, the files will import as HUGE.

Since you're on a Mac, the easiest route to fix that is not available: Objaction Scaler (here in freestuff). A .OBJ scaling tool that runs on Mac may exist, but I don't know of any.

Another way would be downloading a trial version of Lightwave or Maya (not Max, that's PC only), load the cityscape, and export as Wavefront .OBJ at the desired scale.
I'm also not sure whether Lightwave or Maya have free evaluation versions, and how functional those evaluation versions are. A 3DS Max trial version is fully functional, but only for 30 days. Alas, PC only...
