You've got two options:
Make chest, neck and head groups, possibly rCollar and lCollar too, in the hair, and use the womans CR2 as the "donor" for your hair character. If the character you're developing for has a "development version" (Victoria 4 for example), use that as the skeleton donor.
create body parts originating from the head and control their movement with ERC slaved to neck, collar and head rotations. Harder to do it right, but it'll allow the user more freedom to pose the hair.
If the hair has braids or tails that should be able to move freely, they should get their own bones.
I'd recommend option 1; it's easier.
You'll have to add movement morphs to the hair to make it more versatile and useful.
And frankly,I personally prefer strand-based hair. Setup takes more time, but Poser will handle intersections for you. Well-made strand-based hair knocks the socks off even the best transmapped hair IMO.
The pen is mightier than the sword. But if you literally want to have some impact, use a typewriter
