On the surface, that sounds like a good option. On the other hand, that also gives the possibility for flag abuse on the whole, like flagging WIP images (not meant for publishing) to be flagged for potential use in advertising, or flagging an entire gallery for nudity when only one image is a nude. It keeps the responsibility in the hands of the artist, rather than us having to check up on them.
