There's only one (or two) problem(s) with that.

1. You can't legislate morality. e.g., "Thou shalt not steal."
   (but if someone does not "believe" then that's a moot point anyway)

2. Some people will (almost) always steal anything that they can and there will (almost) always be someone else there and willing to provide it.
