Not neccessarily ... it depends on the company and/or the expenses ... last one's in terms of money only are making the difference between been fired (rarely) or been honored (often).
Been fired for that shit would mean that more than 50 % (even more) of IT people would be unemployed. Finding quick and workable (even if dirty) solutions is the job for complete departments in the big software companies.
That, maybe, is not the best and/or ideal way but is the way this world is working ... sadly sometimes ... but it is.
