Dhama, for the drip I just pasted the texture you see above created in Photoshop (B/W used Dissolve brush and scatter option) onto the 2D Face. The texture was 512 x 512 so I stretched the 2D face from ceiling to water level and this is the effect I got.

For the water I wanted it to look toxic so I wanted a sickly green which I created in the Bryce material editor using the Caribbean Resort preset and tweaked the colors and some options.
