well even if you allow commercial, put stipulations that nothing for resell such as packs, merchant resources, only final image renders (like Renderosity and others like daz do), no redistribution of the changes/item you made but an image made is fine as long as say a brush for photoshop.  I am not sure of the language but thats what I would say.
