All the “Hairs” that I’ve ever seen with neck parts were conforming figures loaded from the Figures Library and then conformed to the figure.
Hairs (Items in the Hair Libraries) are specialized props. They are by default a single item that is smart parented to the head.
You can hack other things to be in the Hair library. You can put a figure into the Hair library by changing its file extension outside of Poser to HR2 from CR2 and moving the file to Hair Library, but it would still be a figure and need to be parented or conformed.
Or you can change the file extension on a collection of props (PP2 to HR2) and move it to the hair library. You could further edit the file with a text editor or Poser file editor so that all the parts would smart parent to the head.
Personally I would just make it a conforming figure and save it in the figures library like many people do. Or if you’re not up to making a conforming figure just make it a regular figure that needs to be parented.
