Gabe, They mean you can distribute your *own* custom morphs for Victoria using v-only .obj files, not morphs based off of the Victoria 2 specific morphs. The Victoria 2 morphs are the value of the product. Victoria 2 is basically a big morph pack for Victoria 1. If they allowed people distribute little bits of their morphs in combinations it wouldn't be long before someone sold a character with the Barbarian morphs set to .999 and the Heavy morphs set to .001.
