Sorry, I take that back. I think I may have resolved the issue.

Firstly, even though I am avoiding the use of the library palette, I discovered that I still have to add the external runtime to the library palette.

Secondly, deep scan does appear to make a difference. It appears inevitable that it will look at the main runtime first, and then the external runtime. A bit slower, but it seems to work.
