According to the usage for xcopy the options come last :-

                           [/C] [/I] [/Q] [/F] [/L] [/G] [/H] [/R] [/T] [/U]
                           [/K] [/N] [/O] [/X] [/Y] [/-Y] [/Z]
                           [/EXCLUDE:file1[+file2][+file3]...]
