Hopefully it is still the same as Poser 7.  Go to Edit on the main menu and select General Preferences.  Then click on the “Set Preferred State” button to make the current setup the default

I can confirm that it is the same within Poser 8. Just delete handy Andy from the scene.... set up things like the base lights you prefer... alter / change around any of the menu pallettes as you like... then click 'Set Preferred State' and 'Launch to Preferred State'.

Each time you restart... you will have a 'clean slate' as you desire.
