I think it may be the sash from which the scabbard hangs that is the problem?

You COULD try exporting that as an obj then reimport the obj (to get rid of any grouping information) and run it through the cloth room. Be sure to assign the actual scabbard to a RIGID group and the rest should be dynamic.

Dunno if it'll work but that's what I would try. 

(and I thought a scabbard was the cloth thing you put over a horse in medieval times...)
