That was a guess, but it's a pretty safe bet - and if it doesn't have a forced minimum of greater than zero it really ought to, as a radius of zero pixels would mean infinite computation.
edit: I don't think 1.0 is the actual internal minimum though, I saw a difference in render time and quality by forcing it to be smaller. I think the minimum is between 0.1 and 0.001 (would be silly to actually use 0.001 now that I understand what it means though).
